The Office of Emergency Overcoming Activities:

a) Coordinates the technical activities of the Department in relation to the development of organizational models and procedures for overcoming emergencies;

b) coordinates the technical activities of the Department in relation to the realization of the preliminary investigation for the expeditious and actual assessments of the impact of an emergency event, preparatory to the resolution of the state of emergency by the Council of Ministers and the monitoring of the implementation of the plans of interventions adopted by the Commissioners, until the end of the state of emergency;

c) coordinates the technical activities of the Department in relation to the monitoring of the activities of the subjects taking over in the ordinary way at the cessation of the state of emergency, in order to continue the planned interventions and not yet completed;

d) support the management of administrative, legal and litigation aspects related to interventions within the competence of the Department carried out during emergency situations returned to the ordinary;

e) coordinates the technical activities related to the survey of the damage

f) provides support to administrations and bodies responsible for the protection of cultural heritage in civil protection emergencies.

The Emergency Overcoming Service is in charge of: 

  1. Elaboration of organizational models and procedures for the technical activities for the realization of measures for the restoration of structures and infrastructures, public and private damaged, as well as of the damages suffered by economic and productive activities, cultural goods and building heritage;
  2. Design, planning and implementation of the technical preliminary investigations for the purpose of expeditious and effective assessments of the impact of an emergency event, preparatory to the possible declaration of a state of emergency by the Council of Ministers;
  3. Design, planning and implementation of technical monitoring and verification activities, also through inspections, of the state of implementation of the intervention plans of the Commissioners Delegate, until the end of the state of emergency.

The Damage Assessment Service is responsible for:

  1. Elaboration of organizational models and procedures for technical activities for impact assessment and damage survey;
  2. Design, planning and implementation of technical support activities for the Administrations and bodies responsible for safeguarding cultural assets in emergency situations.

The Service for the management of emergencies returned to normal conditions deals with:

  1. Design, programming and implementation of the technical activities of monitoring and verification, including through inspections, of the activities of the subjects taking over in ordinary at the cessation of the states of emergency, for the purpose of the continuation of the interventions planned and not yet completed, until the closure of the special account;
  2. Planning, scheduling and implementation of technical support activities for the management of administrative, legal and litigation aspects related to interventions within the competence of the Department carried out during emergency situations that have returned to the ordinary.
