Register of companies and accreditation procedures

The Civil Protection Department is establishing, as provided for in Department Head Decree No. 1816 of May 8, 2024, an open registry for companies that wish to be accredited for the production and sale of insignia related to awards of merit. Currently, two companies are listed in the registry; based on the samples they submitted, they have obtained the Department’s certification of compliance.

Please note that the Department is not involved in the relationships between companies and buyers or between companies and any resellers.

Accreditation procedure: Companies wishing to be accredited must attach to their application a brief description of their business and its relevance to the requested supply, along with a declaration by the legal representative, issued in accordance with Presidential Decree 445/2000, stating that the company meets all requirements to enter into contracts with the Public Administration, has no convictions for crimes against the Public Administration, and is free from tax or social security liabilities. The documentation, together with the application, must be sent via certified email (PEC) to the following address: protezionecivile@pec.governo.it.
Applicants are also required to notify the following address that the certified email has been sent: benemerenze@protezionecivile.it.

Companies will then be invited to submit samples of the insignia to the Civil Protection Department, to be produced in accordance with Article 14 of Decree No. 937 of March 20, 2015. The certificate of conformity will be issued following the Department’s direct examination of the following insignia:

a) a bronze medal, Ø 35 mm;
b) a silver-plated bronze medal, Ø 35 mm;
c) a gold-plated bronze medal, Ø 35 mm;
d) a bronze medal, Ø 16 mm;
e) a silver-plated bronze medal, Ø 16 mm;
f) a gold-plated bronze medal, Ø 16 mm;
g) a bronze medal, Ø 80 mm;
h) a case for the medal awarded collectively;
i) a uniform ribbon in the colors of the decoration (37 mm wide and 10 mm high);
j) a metal badge in the same colors as the ribbon (40 mm wide and 13 mm high);
k) bronze, silver-plated bronze, and gold-plated bronze bars engraved with the words “EMERGENCY... YEAR...”;
l) a silk ribbon in the colors of the decoration (length 30 mm and width 37 mm).

The insignia submitted for conformity verification will be kept at no cost to the Civil Protection Department as reference samples. Once the conformity opinion is received, companies are permitted to include, within the insignia cases and beneath the company name, the phrase “Conforms to the sample deposited with the Civil Protection Department.”

Companies undertake to sell the insignia—either directly or through their own distribution channels—exclusively to recipients, once they have verified that the recipient’s name appears in the Register. Companies are directly responsible for verifying this requirement. Companies must ensure direct sales through their own marketing channels (retailers and/or online sales) and, upon request, arrange for delivery to the applicants’ homes.

It is specified that the Civil Protection Department is not involved in the relationships between companies and buyers, or between companies and any resellers. Companies cannot use the symbols and insignia for purposes other than those provided for by current regulations, but they can launch advertising campaigns with the prior approval of the Department.

In the event of delays, unsatisfactory service, buyer complaints, or complaints from customers, or in the event of the unlawful sale of insignia to unauthorized parties, the Department may, after verification and consultation with the companies, order their removal from the Register, without affecting the right to compensation for any damages.

In the event of any changes to the relevant regulations, the Department will promptly notify the companies listed in the Register.

Registered companies are obligated to produce the insignia for a minimum of five years and must provide the Department with their price list and any updates to it.

Please note that applying for inclusion in the Register mentioned in this notice does not create any binding commitments for the Department, and no rights can be asserted on the basis of this application.

No exclusive rights are granted regarding the production and sale of the insignia, nor is there any obligation to supply them—not even in minimum quantities—since purchase requests come exclusively from the recipients of the insignia.
