Transfers to Regions, Special Commissioners, and Implementing Entities for civil protection emergencies

     

In this section, we publish an Excel file detailing the transfers made by the Civil Protection Department to the Regions, Special Commissioners, and Implementing Entities to address civil protection emergencies in accordance with ordinances or to allocate the so-called “earmarked funds” provided for by specific regulatory provisions. The publication of this information is based on the publication of acts granting subsidies, contributions, grants, and economic benefits to individuals and public and private entities, as required by Article 26 of Legislative Decree No. 33 of March 14, 2013.

The table shows the information required by law: the beneficiary—that is, the Region, the Special Commissioner, or the Implementing Entity to which the transfer is made; the account details—that is, the non-interest-bearing account or special account into which the funds are deposited; the legal reference—that is, the provision authorizing the economic benefit, i.e., the transfer; the amount of the transfer; the date of submission to UBRRAC—the Office of the Budget and for the assessment of administrative and accounting compliance of the Presidency of the Council of Ministers, the body responsible for overseeing the actions carried out by the Civil Protection Department.

Please note that once the documents are submitted to Ubrrac, the Department’s obligations are considered fulfilled; however, the transaction is finalized and the transfer becomes effective only when Ubrrac approves the registration and electronically notifies the Bank of Italy, which then transfers the funds to the beneficiary’s bank account. The first column of the table indicates the state of emergency related to the measure, to make the data easier to read.

The table does not specify the office providing the contribution because this is always the Department’s Administration and Budget Office, nor does it detail the procedures used to identify the beneficiary, as these are established by the ordinance or regulation governing the transfer of funds. The table does not include links to the project or the beneficiary’s resume because these are solely transfers of funds, whose destination is already specified by the regulation authorizing the allocation of the financial benefit.
