Payments on mortgage installments taken out by Regions and Provinces
A portion of the funds allocated from the national budget to the Civil Protection Department is earmarked for covering the costs associated with the repayment of loans taken out by the Regions to finance reconstruction and repair efforts following major natural disasters, as well as for organizing “major events.” This section provides an overview of all active contracts.
The disclosure of these data is required by Legislative Decree No. 33 of March 14, 2013, which, in Article 26, mandates that public administrations publish documents granting subsidies, contributions, grants, and economic benefits to individuals and public and private entities.
The list of loan positions managed by the Department as of December 31, 2014, is available in the attached Excel file.
Pursuant to Article 5, paragraph 5-septies, of Law No. 225 of 1992, as amended by the Decree of the President of the Council of Ministers of October 28, 2014, published in the Official Gazette No. 16 of January 21, 2015, it has been established that, effective January 1, 2015, the Ministry of Economy shall be responsible for paying the repayment costs of loans activated on the basis of specific regulatory provisions following natural disasters—previously the responsibility of the Civil Protection Department.
Attached are the loan positions still held by the Presidency of the Council of Ministers – Civil Protection Department, for which the data required by Legislative Decree 33/2013 are provided: the name of the beneficiary, tax information, the gross amount, the legal basis for the allocation, and the department office that provided the grant. However, the procedures followed to identify the beneficiary are not indicated, because the beneficiary is determined by the same legal provision that authorizes the activation of the loan.
