Objectives

The main objectives of the exercise are as follows:

Inter-institutional coordination

• Activation of the national and regional warning system, with the involvement of the Centres of Competence
• Activation and organization of coordination centres at different territorial levels in the four regions involved in the exercise, with a focus on communication flows

Protection of the population and animals

• Verification of emergency management activities for people with specific needs
• Testing of procedures for the rescue and care of animals

Monitoring of large dams and IT-alert

• Verification of the real-time transmission of hydrological and hydraulic monitoring data from some of the large dams in the Po River basin
• Testing of the IT-alert public warning system for a risk scenario involving the hypothetical collapse of two dams

Testing of operational tools

• Testing the operational efficiency of high-capacity pumping (HCP) equipment and teams in Emilia-Romagna, in view of their future certification under the EU Mechanism
• Use and verification of the AeDEI form for damage assessment following a hydrogeological and hydraulic event
• Testing of emergency radio communications and the interoperability of communication systems among the regions involved

Induced risks

• Simulation of induced risks associated with the presence of facilities at risk of major accidents

Training

• Launch of specific training programs on hydrogeological and hydraulic risk management and post-emergency activities
