Acquisition and maintenance of vehicles used for public rescue operations

This section contains measures regarding the procedures for the use and allocation of funds set aside to enable the components and operational units of the National Service to purchase or maintain the materials, vehicles, and equipment used in emergency situations to provide assistance and rescue services to the public.

Specifically, these measures concern the purchase and maintenance of vehicles used for public rescue, in accordance with Article 41, paragraph 4, of Decree-Law No. 50 of April 24, 2017.

Implementation of Article 41, paragraph 4, of Decree-Law No. 50 of April 24, 2017

Following the earthquakes of 2016 and 2017 that affected the regions of Abruzzo, Lazio, Marche, and Umbria, Decree-Law No. 50 of April 24, 2017, established a fund aimed at restoring and strengthening the National Service’s response capacity. Specifically, paragraph 4 of Article 41 allocated up to 50 million euros for the year 2017 and 70 million euros for each of the years 2018 and 2019.

By subsequent Decree No. 1652 of the President of the Council of Ministers dated April 12, 2018, following agreement with the Permanent conference for relations between the State, the Regions, and the Autonomous Provinces of Trento and Bolzano, paragraph 4 of Article 41 was implemented, providing, in particular, for:

  • the identification of the types of equipment to be purchased or maintained;
  • the determination of the overall financial resources available, amounting to 39.6 million euros for 2017, 70 million for 2018, and 70 million for 2019, respectively;
  • the deferral to a subsequent decree by the Head of the Civil Protection Department for the definition of the procedures for the submission of project proposals and the use of financial resources;
  • the identification of beneficiaries and the percentage allocation of financial resources; specifically:
  • To the Presidency of the Council of Ministers – Civil Protection Department, the sums of €1,584,000 and €2,800,000 for the years 2017 and 2018, respectively, and €2,800,000 for the year 2019.
  • to the Regions and the Autonomous Provinces of Trento and Bolzano, for their respective civil protection mobile units, the amounts of €11,484,000 and €20,300,000 for the years 2017 and 2018, respectively, and €20,300,000 for the year 2019.
  • To the civil protection volunteer organizations registered in the central list referred to in Article 34 of Legislative Decree No. 1/2018 (Directive of the President of the Council of Ministers of November 9, 2012) the sums of €1,584,000 and €2,800,000, respectively, for the years 2017 and 2018, and €2,800,000 for the year 2019.
  • To the Ministry of the Interior – National Fire Department, the sums of €5,940,000 and €10,500,000 for the years 2017 and 2018, respectively, and €10,500,000 for the year 2019.
  • To the Ministry of the Interior – Assistance and Emergency Response Centers (CAPI) of the Department of Firefighters, Public Rescue, and Civil Defense, the sums of €3,960,000 and €7,000,000 for the years 2017 and 2018, respectively, and €7,000,000 for the year 2019.
  • To the Ministry of the Interior – Police Forces: the amounts of €1,584,000 and €2,800,000 for the years 2017 and 2018, respectively, and €2,800,000 for the year 2019.
  • To the Ministry of Defense: the sums of €9,108,000 and €16,100,000 for the years 2017 and 2018, respectively, and €16,100,000 for the year 2019.
  • To the civil protection agencies of municipalities—National Association of Italian Municipalities (ANCI)—the sums of €2,772,000 and €4,900,000 for the years 2017 and 2018, respectively, and €4,900,000 for the year 2019.
  • To the Italian Red Cross, the sums of €990,000 and €1,750,000 for the years 2017 and 2018, respectively, and €1,750,000 for the year 2019.
  • To the National Alpine and Speleological Rescue Corps, the sums of €594,000 and €1,050,000 for the years 2017 and 2018, respectively, and €1,050,000 for the year 2019.

Subsequently, by Note No. 45473 dated August 6, 2018, the Special Committee for Civil Protection of the Conference of Regions and Autonomous Provinces transmitted the breakdown of the total allocated amount of €52,084,000 among the Regions and the Autonomous Provinces of Trento and Bolzano.

Decree No. 2642 of June 20, 2018, issued by the Head of Department, regulates the procedures for submitting project proposals, their structure, the preliminary review and approval process for projects, the procedures for managing financial resources, and the granting of contributions to central government agencies, the Regions, and the Autonomous Provinces of Trento and Bolzano, the National Association of Italian Municipalities, the Italian Red Cross, the CNSAS, and civil protection volunteer organizations.

To assess the compliance of the project proposals submitted by the beneficiaries, a special working group was established by Decree No. 3317 of August 14, 2018, issued by the Head of Department.

Following the preliminary review process, each project proposal was approved by a decree of the Head of Department authorizing the launch of the respective projects.
