More than twenty years after Ulrich Beck's prophetic study on the Risk Society, the predictions regarding the increasingly significant role of risks in contemporary society are not only confirmed but have taken on such a pervasive scope that the challenges related to security have become a true priority. This is evidenced, most recently, by the management of the health emergency caused by the COVID-19 pandemic, as well as the challenges imposed by climate change and the consequent intensification of natural phenomena, whose increased destructive potential is particularly insidious in a fragile territory such as Italy.
Starting from such problematic profiles and drawing inspiration from the introduction of the IT-alert public alarm system, the study meeting that led to this publication aimed to address these issues by providing an initial general framework, and then delving into the topic of civil protection activities, discussing the ambitions related to it, the limits it encounters, and the future prospects that, even in terms of potential legal responsibilities, can be indicated with greater clarity to the attention of operators.
