Ukraine emergency: available the ordinance concerning reception, relief and assistance to the Ukrainian population

The measure sets up the framework in which the involved institutional actors will operate

The Ordinance signed by the Head of the Department, Fabrizio Curcio, on March 4 is now available. It sets out the provisions for the management on the Italian territory of reception, relief and assistance to the population arriving from Ukraine following the ongoing crisis. The Department of Civil Protection is responsible for the coordination of components and operational structures engaged in relief and assistance to the Ukrainian population in our country. Regions and Autonomous Provinces simultaneously coordinate the regional systems of civil protection involved in the contribution of reception, relief and shelter activities.

In particular the Regions and the Autonomous Provinces will provide the organization of

  • the logistics for the transport of people, also through special means
  • accommodation and assistance for people arriving in Italy from Ukraine or transit in Italy with other destination besides the existing provisions of the Prefectures-Territorial Offices of Government
  • health assistance 
  • assistance to people arriving from Ukraine to the Italian border.

Regions and Autonomous Provinces can temporarily use the sanitary areas set up for the management of the COVID-19 emergency. In addition, in support of the planned activities can operate the voluntary organizations of civil protection activated by the Department of Civil Protection or the Regions and Autonomous Provinces.

The Prefectures - Territorial Offices of Government, in conjunction with the Regions and Autonomous Provinces, are responsible for the reception of Ukrainian citizens arrived in Italy through the network of reception centers and the System of reception and integration already in place. Moreover, in case of massive arrivals or particular criticalities, additional accommodation facilities can be provided. The Prefectures may, within the framework of the forms of coordination provided, represent further specific needs to the Regions and Autonomous Provinces for temporary accommodation and assistance to Ukrainian citizens.

In order to ensure the coordination of the different operational levels, a Committee composed of the Head of the Civil Protection Department, the Head of the Department of Civil Liberties and Immigration of the Ministry of Interior, the Director of the Central Directorate of Immigration and Border Police, the Technical Coordinator of the Civil Protection Commission of the Conference of Regions and Autonomous Provinces of Trento and Bolzano and the Secretary General of the National Association of Municipalities of Italy has been established.

The ordinance also provides that people from Ukraine can work, independently or subordinately, upon application to the Police Headquarters for a residence permit.
