The questions raised on the web by the publication of the tender for the awarding of a multi-awarded Framework Agreement for the setting up of container camps represent a useful opportunity to clarify a fundamental but possibly unfamiliar aspect of civil protection planning activities: emergency procurement, which, through the definition of contracts or framework agreements to be activated on the occurrence of emergency situations, makes the response to supply requirements faster and more transparent when a disaster occurs. This is an administrative activity that falls within the planning actions that the Civil Protection Department implements ordinarily to ensure a timely and effective operational response in assisting the population affected by an emergency. Therefore, it is not an activity related to the management of the Covid-19 pandemic.
Specifically, the open call for tenders published on the Consip Spa website for the conclusion of a multi-supplier framework agreement with the Presidency of the Council of Ministers - Civil Protection Department, regards the setting up of container camps for the assistance of the population in case of emergency events, and is divided into three lots
- rental of containers for the setting up of camps with different uses and related services;
- supply and installation of furniture, linen and accessories for the setting up of container camps for emergency events;
- rental of industrial washing machines and dryers to be used in case of emergencies and related services.
Bids must be submitted by April 12, 2021 at 4:00 p.m. in accordance with the procedures set forth in the downloadable bid documents in electronic format.
