NRRP, new operational guidelines for implementing measures now online

The new version of the operational guidelines, published on the Management and Control System (Si.Ge.Co) page and approved by decree of the Head of Department on 27 November 2025, is intended to provide practical information and operational guidance to implementing Administrations for the implementation of measures falling within the competence of the Civil Protection Department and financed under the National Recovery and Resilience Plan (NRRP).
The new version of the guidelines replaces the previous one, approved by decree of the Head of Department on July 7, 2023, which is still available as an attachment on this page.
The guildelines provide guidance on the key elements required for the implementation of investments, with particular reference to the NRRP requirements and conditions that must be complied with during the initial drafting phase of agreements and conventions between the Civil Protection Department and the Administrations and Implementing Entities. The document also sets out, for each act or measure, the procedures and requirements necessary for the implementation of individual projects by the Implementing Entities.
The guidelines also provides operational guidance on monitoring and control activities, together with a summarized overview of the NRRP’s key principles and cross-cutting priorities. Finally, the attachments include detailed instructions on these specific aspects, such as operational guidelines for control activities and guidance on the application and verification of cross-cutting principles.
