Head of Department at G20 for Disaster Risk Reduction

The Disaster Risk Reduction Working Group meeting took place in Brazil from October 30 to November 1

The main objectives of the G20 Disaster Risk Reduction Working Group (DRR WG) meeting, held from October 30 to November 1 in Belém, Brazil, were to share experiences, identify effective practices, and develop common strategies for addressing challenges related to disaster risk reduction. Fabio Ciciliano, the Head of the Civil Protection Department in Italy, represented the country at this session.

On the opening day, negotiations among all participating countries concluded with the final version of the "Ministerial Declaration." This document is vital for guiding future disaster risk reduction (DRR) actions. The declaration, achieved through discussions between the G20 and guest countries, reestablishes the common positions of the G20 on the six priorities identified by the DRR Working Group as outlined in the Sendai Agreement:

- fighting inequalities and reducing vulnerabilities;
- strengthening early warning systems;
- developing resilient infrastructure;
- sustainable financing for disaster risk reduction;
- improving post-event reconstruction;
- promoting nature-based solutions to mitigate risks.

The second day was focused on exploring some of these priorities.

Accessibility and disability were the primary themes of the panel discussion held on the morning of October 31. The discussion aimed to promote dialogue on making national civil protection plans and strategies more inclusive, focusing on the most vulnerable communities. On this occasion, the Head of the Department wanted to share insights from the Italian experience and emphasize that, to ensure a quick and effective response during emergencies, it is crucial to develop plans that consider the specific needs of people with disabilities. Additionally, collaboration with civil society organizations is essential in this process.

The afternoon also included an important session focusing on funding for disaster risk reduction. The Head of Department emphasized the need for regulations aimed at decreasing the vulnerability of key structures, particularly in countries like Italy, where over 40% of the territory is at seismic risk, and 94% faces hydrogeological risks. These regulations are essential for mitigating the impacts of natural disasters.

During the plenary session on November 1, the G20 officially adopted the "Ministerial Declaration." During this meeting, participating countries discussed strategies to enhance the implementation of the declaration, promote concrete actions to address inequalities, and improve the resilience of the most vulnerable communities.

The meeting in Brazil allowed Italy to engage in important bilaterals, including one with Mr. Kamal Kishore, the Special Representative of the United Nations Secretary-General for Disaster Risk Reduction.
