The Council of Ministers, at the proposal of the Minister for Civil Protection and Sea Policies, Nello Musumeci, declared the state of emergency for the Emilia-Romagna Region at its meeting on May 4, 2023, as a result of the adverse weather conditions that, since May 1, have affected the territory of the provinces of Reggio-Emilia, Modena, Bologna, Ferrara, Ravenna and Forlì-Cesena.

The state of emergency was declared for 12 months. Pending the assessment of the actual impact of the event, the Council of Ministers allocated 10 million euros to implement initial interventions.

The events that affected Emilia-Romagna in recent days resulted in a serious dangerous situation for the safety of people and the security of public and private property, so that the Minister for Civil Protection and Sea Policies signed on May 3 the declaration of the state of mobilization of the National Civil Protection Service to support regional structures, before the declaration of the state of emergency.

The Regional Civil Protection System continues to be fully active to ensure the reception and support of temporarily evacuated families, a constant monitoring of the territory, to map the current risks and problems to the local road system still present in the territory, mainly caused by landslides and slopes, and to carry out safety interventions.
Currently, there are more than 160 operators supporting local systems. At the request of the Emilia-Romagna Region, in fact, the regional mobile columns of Tuscany and Veneto have been activated, as well as teams from eight different volunteer organizations (Anai, Anpas, Cisom, CRI, Fir-Cb, Misericordie, Modavi, Prociv Arci) that are arriving in the territory to support the regional personnel already committed to the cleaning and restoration of roads and buildings.
