Emergency increase in migrant flows: the ordinance of the Head of Department has been published
The Head of the Department of Civil Liberties and Immigration of the Ministry of the Interior appointed Deputy Commissioner
Ordinance No. 984 of April 16, 2023, of the Head of the Civil Protection Department, Fabrizio Curcio, the first drawn up following the Council of Ministers' declaration on April 11 of a state of emergency as a result of the exceptional increase in the flow of migrants into national territory via the Mediterranean migration routes, has been published.
The ordinance, intended to strengthen the operational capacity of the Ministry of the Interior to manage the reception of migrants, contains the first urgent provisions to deal with the emergency on the territory of the regions that, through the Conference of Presidents of the Regions and Autonomous Provinces, approved the text: Piedmont, Liguria, Lombardy, Veneto, Friuli-Venezia Giulia, Umbria, Marche, Lazio, Abruzzo, Molise, Basilicata, Calabria, Sardinia, Sicily and the Autonomous Provinces of Trento and Bolzano.
Specifically, the ordinance appointed the Head of the Department for Civil Liberties and Immigration of the Ministry of the Interior, Prefect Valerio Valenti, as Commissioner Delegate for the management of the emergency, who will have the Prefects as implementing bodies in the territory, as well as the structures, means and human resources of the armed forces and law enforcement agencies to transport migrants.
The Commissioner, counting on the 5 million euros allocated by the resolution of the Council of Ministers, from the National Emergencies Fund, has the task of coordinating activities to expand the capacity of the reception system, with particular reference to hotspots, and the activities to receive migrants, involving the territories concerned, including temporary facilities ensuring that food, lodging, clothing, health care and linguistic-cultural mediation are provided.
The Commissioner is also responsible for identifying the best solutions to ensure the implementation of a continuous sea and air transport service, from the hotspots to the territories where the reception centers and facilities will be identified.
