Coronavirus: the state of emergency ends on March 31

The Council of Ministers issued the new provisions in force from April 1

With the Decree Law No. 24 of March 24, the Council of Ministers ordered the end of the state of emergency declared on January 31, 2020 to counter the spread of the Covid-19 epidemic on March 31, 2022. The measures will set out the steps of the gradual return to the normal conditions.

What changes from April 1. From April 1, 2022, The color-coded zone system is being shelved. The green pass will no longer be required to dine in open spaces of bars and restaurants or to enter public offices, museums, hotels and shops or to use local public transport.
To access workplaces, the basic green pass will be required. The capacity of outdoor and indoor sports facilities will return to 100%. 

Green pass. The obligation to wear masks indoors is extended until April 30, 2022: on all public transport and in places with events open to the public, ffp2 Face masks required. Through April 1, the basic green pass will be required to use public transport not intended for local transport and to participate in competitions, training courses, shows and outdoor sporting events, as well as to access canteens and indoor food services, except those inside hotels and reserved for customers. 

From May 1, the green pass will no longer be required to access workplaces. Super green pass will also no longer be required to access indoor sports facilities and centers, meetings and conventions, summer camps, entertainment and cultural centers, game rooms, nightclubs, events and shows.

Measures valid until December 31. The mandatory vaccination requirement for healthcare personnel and workers of hospitals and nursing homes. Super green pass mandatory for visitors to hospital inpatient wards, nursing homes and hospices.

Also, to ensure that organizational, operational and logistical countermeasures issued by civil protection ordinances during the state of emergency can be adapted to the evolving situation of the pandemic, there is the possibility that, until December 31, 2022, one or more civil protection ordinances may be adopted pursuant to art. 26 of Legislative Decree 1/2018 aimed at preserving the necessary operational and rapid response capacity of the structures during the phase of progressive return to normal conditions.

The Decree also provides for the establishment of a Unit, which will be operational until December 31 in coordination with the Health Ministry, to maintain an adequate capacity to respond to any possible aggravation of the national epidemiological context. The director of the Unit, entrusted with the powers of the Extraordinary Commissioner for the implementation and coordination of the measures for the containment and contrast of the epidemiological emergency Covid-19, will be responsible for the completion of the vaccination campaign and the adoption of other measures to counter the pandemic.
