Coronavirus emergency, online the decree law "Cura Italia"
As published in the Official Gazette No 70 of March 17, 2020, the measure covers four main topics with sector-specific measures
The decree law introducing measures to strengthen the national health service and economic support for families, workers and businesses related to the COVID-19 epidemiological emergency. The decree has been approved by the Council of Ministers on March 16, 2020 at Palazzo Chigi, under the Presidency of Italian Prime Minister Giuseppe Conte, and is now online in the Official Gazette no. 70 of March 17, 2020.
The decree provides for measures on four main areas and other sector-specific measures:
funding and other measures for the strengthening of the National Health System, Civil Protection and other public actors involved in the emergency;
employment and workers' support for the safeguard of work and income;
credit support for households and micro, small and medium-sized enterprises through the banking system and the use of the Central Guarantee Fund;
suspension of payment obligations for taxes and fees and other fiscal obligations, incentives for workplace sanitation and rewards for employees that remain in service.
Specifically, Article 6 of the Decree provides that the Civil Protection may order the requisition by public or private entities of health and medical-surgical facilities and movable property in order to deal with the health emergency, to ensure the supply of facilities and equipment to health care or hospital companies on the national territory, and to implement the number of specialized beds in the wards for the admission of patients affected by COVID-19.
In case of temporary need for properties available for urgent needs related to the emergency, the Prefect, on the proposal of the Department of Civil Protection, may order the requisition of hotel facilities, or other properties with similar characteristics of suitability, to accommodate people under health surveillance and fiduciary isolation or permanently at home, where these measures cannot be implemented at the domicile of the person concerned.
The decree law also authorizes the Department of Civil Protection to open one or more bank accounts dedicated exclusively to the collection and use of donations of funds aimed at dealing with the epidemiological emergency of the COVID-19 virus, in light of the many solidarity manifestations received.
Furthermore, the appointment by decree of the Extraordinary Commissioner for the implementation and coordination of the measures needed to contain and combat the COVID-19 epidemiological emergency is foreseen. The Commissioner works in liaison with the Head of the Civil Protection Department, availing himself of the components and operational structures of the National Civil Protection Service and the Scientific Technical Committee provided for by the Ordinance of the Head of the Civil Protection Department of February 3, 2020, no. 630.
