Vademecum - Contributions for the reduction of seismic vulnerability of residential buildings

Useful information for citizens with ‘CARTIS-edificio’ vulnerability assessment results

The 2025 Budget Law has allocated 100 million euros (20 million euros for each year from 2025 to 2029) for interventions aimed at reducing the vulnerability of private residential buildings in the intervention area.  These buildings have not yet received financial assistance for damage repairs or seismic retrofitting following the recent earthquakes.

The contributions are intended for buildings identified as having higher seismic vulnerability. This assessment is based on the analysis of data collected through inspections carried out using the ‘CARTIS-edificio’ form, the results of which have already been communicated by the municipalities to the concerned parties. This initiative aligns with the Extraordinary Plan for analyzing seismic vulnerability in areas directly affected by the bradyseismic phenomenon (Decree-Law 140/2023).

The funds are designated for contributions towards seismic interventions aimed at locally reinforcing or improving the seismic stability of private buildings that serve as primary, habitual, and continuous residences.

For buildings with multiple units, the presence of even one unit designated as the primary, habitual, and continuous residence enables the granting of contributions for the other units, even if they serve different purposes. Applications for these contributions can be submitted for buildings that have reached one of the following Cartis results, which correspond to the highest levels of vulnerability: Ccartis, Dcartis, Ecartis, or Fcartis.

For buildings that have achieved the Bcartis result, the Municipality may request the contribution, but it must first verify the availability of resources and announce this on the municipal notice board.

For buildings classified with higher levels of vulnerability (Ccartis, Dcartis, Ecartis, Fcartis), applications must be submitted by July 31 of each year until 2029. Failure to submit by this deadline will result in the application being deemed inadmissible. Please refer to the procedures outlined in the notice published on the municipal notice board.

For the Bcartis results, applications for grants can be submitted by October 15 of each year until 2029. This follows the publication of the notice on the municipal notice board, and late applications will be deemed inadmissible.

In the case of a building that consists of a single unit, the application for the contribution can be submitted by:
• The owner or usufructuary of the unit;
• The tenant (renter) who has been authorized by the owner or usufructuary for this purpose.

In the case of a building that consists of multiple units, the application can be submitted by:
• The administrator, in the case of an established condominium;
• A representative of the owners or usufructuaries, if specifically delegated for this purpose in the case of a de facto condominium.
• The administrator of any consortium that has been specifically established.

To submit the application, it is necessary to use the forms attached to the Decree of the Minister for Civil Protection and Maritime Policies dated November 12, 2025. The application should be submitted online via the dedicated section of the One-Stop Shop for Construction (SUE) in each Municipality. Please note that the application must include, among other required documents, the project plan for the proposed interventions. For buildings with multiple residential units, a unified project for the entire building must be provided.

  • The contribution is granted for up to 50% of the eligible costs incurred. This funding is awarded after deducting any public contributions or compensations that have been recognized by public administrations for the same building and similar purposes. This includes tax credits, such as those provided under the Sismabonus program, as well as contributions from insurance institutions.
  • The contribution is granted if, at the time of the application, the properties have a building permit in accordance with the Consolidated Law on Building Regulations (as outlined in the decree of the President of the Republic dated June 6, 2001, no. 380). Additionally, the properties must be constructed in compliance with this permit or have undergone regularization.
