Solidarity number 45500: fund management

From the activation of 45500 to the implementation of projects, how the solidarity number works

The solidarity number 45500 can be used to send a donation of 2 euros from landline and mobile phones (also abroad, all you need is a sim card with the companies that operate in Italy and signed the memorandum of understanding with the Department).

The procedures to spread information, to collect and pay the resources, to set up the project proposals of the territory involved, and the procedures to monitor the implementation of the interventions, to test and affix plates on the works realized thanks to the funds are in line with those provided for in the Memorandum of Understanding between the Department and operators of telephony and communication.
The most recent activation of the solidarity number was in support of the City of Venice.

On November 14, 2019, the Council of Ministers declared the state of emergency in the territory of the Municipality of Venice affected, as of November 12, 2019, by the exceptionally intense meteorological events that resulted in the rise of the waters of the Lagoon and the marine coastline, with ingression of the same waters within urban centers, particularly in the historic center of Venice, causing damage to road infrastructure, public and private buildings, as well as the isolation of some localities.

Pursuant to Article 5 of the Ordinance of the Head of the Civil Protection Department No. 616/2019, the Department has been authorized to activate the solidarity number 45500 for the collection of donations to be allocated to the City of Venice.

The collection through the solidarity number 45500, amounting to euro 2.00 per transaction, for donations via sms from mobile phones and phone calls from landlines, was activated from November 15 to December 14, 2019. The total amount of the collection was euro 579,860.00.

Pursuant to Article 6 of the Memorandum of Understanding, by Decree No. 1807 of May 14, 2020, of the Head of the Civil Protection Department, the Board of Trustees was established to supervise the use of solidarity resources.

The Committee is composed as follows:
Dr. Angelo CANALE, representing the Civil Protection Department (Chairman); Dr. Morris CERON, representing the City of Venice (Component); and Avv. Paolo Maria CHERSEVANI, representing the Veneto Region (Component).

Donations collected by Telephone Operators will be transferred, without any mark-up, to Treasury Account No. 22330, registered to the Presidency of the Council of Ministers.

It should be noted that the amounts donated through fixed telephony will have been paid once the related invoice is paid. For mobile telephony, in case of insufficient credit on prepaid card, an amount of less than 2 euros has been charged.

The City of Venice submitted the following projects: "Restoration of Ponte Piccolo at Giudecca"; "Restoration of Ponte San Cosmo at Giudecca"; "Survey and Verification of Bridges in Venice Historic Center and Islands," which were approved by the Committee of Guarantors and financed by fundraising from solidarity number, in the amount of 579,860.00 euros, fully transferred to the Special Account in the name of the City of Venice.

The Board of Trustees, upon acknowledgement of updates from the City of Venice regarding the status of the works, ended their work in September 2023.
