\nVISTI gli articoli 25, 26 e 27 del decreto legislativo 2 gennaio 2018, n. 1;
\nVISTO il decreto-legge 30 giugno 2025, n. 95, recante: “Disposizioni urgenti per il finanziamento di attività economiche e imprese, nonché' interventi di carattere sociale e in materia di infrastrutture, trasporti ed enti territoriali”;
\nVISTA l’ordinanza del Capo Dipartimento della protezione civile del 7 luglio 2025, n. 1152, recante: “Primi interventi urgenti ai fini dell’organizzazione delle attività connesse con le celebrazioni del Giubileo dei Giovani dal 28 luglio 2025 al 4 agosto 2025 nell'ambito del Giubileo della Chiesa cattolica per l'anno 2025”;
\nVISTO l’articolo 1, comma 496, lettera b), della legge 30 dicembre 2024, n. 207, che ha stanziato la somma di 16,5 milioni di euro per l'organizzazione e l'allestimento di eventi minori a cura di Roma Capitale;
\nCONSIDERATA la necessità di dover disporre degli strumenti necessari a garantire una gestione coordinata delle attività connesse con le celebrazioni del Giubileo dei Giovani dal 28 luglio 2025 al 4 agosto 2025 nell'ambito del Giubileo della Chiesa cattolica per l'anno 2025, con l’obiettivo prioritario di assicurare l’assistenza necessaria alle persone che giungono nella Capitale per parteciparvi, promuovendo, in raccordo con le competenti autorità, la continuità operativa, anche ai fini del mantenimento della sicurezza e dell’ordine pubblico e senza interruzioni nei servizi essenziali nonché nel pieno rispetto delle tradizioni liturgiche e protocollari, tenuto conto del rilievo internazionale degli eventi;
\nCONSIDERATO che l’articolo 2, comma 10, del citato decreto-legge n. 95/2025, sancisce che il Capo del Dipartimento della protezione civile della Presidenza del Consiglio dei Ministri garantisca, tra l’altro, la gestione unitaria di tutte le attività, operando in stretto raccordo con il Prefetto di Roma, il Commissario Straordinario di cui al decreto del Presidente della Repubblica del 4 febbraio 2022, il Presidente della Regione Lazio e il Sindaco di Roma Capitale, nonché con le altre amministrazioni, gli enti pubblici e privati e le società di servizi, anche attraverso l'interscambio delle informazioni utili in un contesto di sinergie operative;
\nVISTO il decreto legge 14 marzo 2025, n. 25, convertito, con modificazioni, dalla legge 9 maggio 2025, n. 69, che ha stabilito all’articolo 15 che la Struttura commissariale, denominata “Ufficio di supporto al Commissario Straordinario di Governo per il Giubileo della Chiesa Cattolica 2025”, al fine di consentire il regolare svolgimento del Giubileo dei Giovani, relativamente all’accoglienza dei partecipanti, può acquisire la disponibilità degli edifici scolastici situati nella regione Lazio assumendo il coordinamento della gestione limitatamente al periodo di utilizzazione degli edifici stessi;
\nCONSIDERATO che con ordinanza n. 41/2024 il Commissario Straordinario per il Giubileo della Chiesa Cattolica 2025 ha stabilito che Roma Capitale, quale amministrazione competente e soggetto beneficiario di fondi giubilari necessari all’acquisizione di forniture, servizi e attività che consentano di assicurare il regolare svolgimento degli eventi, nonché l’organizzazione e l’assistenza specifica per le manifestazioni e le iniziative previste nei giorni precedenti alle celebrazioni finali del momento giubilare, possa avvalersi di Zetema Progetto Cultura S.r.l., società interamente partecipata da Roma Capitale, in qualità di soggetto attuatore;
\nCONSIDERATO che con la medesima ordinanza Zetema Progetto Cultura S.r.l., è stata autorizzata ad avvalersi di Risorse per Roma S.p.A., società interamente partecipata da Roma Capitale, per acquisire supporto specialistico all’esecuzione delle attività tecniche ed amministrative, nonché attività di accoglienza e servizi alla persona;
\nRAVVISATA la necessità di disporre degli strumenti necessari per una organizzata e coordinata gestione degli eventi, garantendo tutta l’assistenza necessaria alle persone coinvolte;
\nATTESO che la situazione in atto necessita di una tempestività e flessibilità di azione tali da non consentire l’espletamento di procedure ordinarie, bensì richiede l’utilizzo di poteri straordinari in deroga all’ordinamento vigente;
\nSENTITO il Commissario di Governo per il Giubileo della Chiesa cattolica 2025;
