Come noto, l’art. 1, comma 1, del decreto-legge 31 maggio 2005, n. 90, convertito con modificazioni dalla legge 26 luglio 2005, n. 152, attribuisce al Presidente del Consiglio dei ministri il compito di individuare i tempi di svolgimento delle attività antincendio boschivo.

\n

Tali attività risultano delegate al sottoscritto ai sensi di quanto previsto in materia di protezione civile dall’articolo 2 del decreto del Presidente del Consiglio dei ministri in data 12 novembre 2022.

\n

Ciò premesso, i tempi di svolgimento delle suddette attività, per la prossima stagione estiva avranno inizio il 15 giugno e termine il 15 ottobre 2025.

\n

In vista della stagione estiva 2025, pertanto, al fine di una più efficace azione di contrasto agli incendi boschivi e in zone di interfaccia urbano-rurale (c.d. “incendi di interfaccia”), nonché ai rischi conseguenti, ritengo doveroso condividere con le SS.LL. le considerazioni di cui alle Raccomandazioni in allegato, che scaturiscono dalla generale evoluzione del fenomeno incendi che stiamo registrando in Italia e nel bacino del mediterraneo ma anche, nelle sue manifestazioni più estreme, nei paesi d’oltreoceano e che dovrà portare a considerazioni più generali anche sulle future capacità del sistema nel suo complesso di far fronte agli scenari futuri.

\n

Tali Raccomandazioni individuano puntualmente le priorità di azione delle varie componenti del sistema e l’auspicio è che ne venga data tempestiva attuazione dalle SS.LL., per quanto di rispettiva competenza, al fine di promuovere ed adottare tutte le azioni e le iniziative utili a prevenire ed a fronteggiare gli incendi boschivi e di interfaccia, oltre che ogni situazione di emergenza conseguente, soprattutto nell'ottica della salvaguardia delle persone e dei beni.

\n

Nel complesso, la campagna antincendio boschivo 2024, seppur non eccezionale per gravità ed estensione degli eventi incendiari, ha evidenziato situazioni che necessitano di essere ulteriormente affrontate e risolte in maniera strutturata e sistematica. Prima fra tutte l’esigenza di garantire la sicurezza dei cittadini, diventa pertanto imprescindibile investire in attività informative che coinvolgano e rendano consapevoli cittadini ed amministratori locali di questa tipologia di rischio ed aumentino la loro capacità di autoprotezione. Bisogna inoltre garantire anche la sicurezza degli operatori antincendio non solo attraverso dispositivi di protezione individuale sempre più performanti per questa tipologia di eventi, ma anche attraverso un’adeguata e puntuale formazione, strumento imprescindibile per valutare opportunamente la complessa evoluzione che uno scenario di incendio boschivo o di interfaccia può presentare.

\n

È inoltre auspicabile incrementare la capacità del sistema di avvalersi degli strumenti che la scienza rende disponibili per una valutazione delle condizioni predisponenti presenti sul territorio, informazione utile sia per prevenire eventi che potrebbero risultare estremi nella loro manifestazione, sia per garantire la pronta risposta del sistema anche per eventi incendio che si verificano al di fuori delle tempistiche tipiche territoriali.

\n

Si raccomanda  poi un’adeguata pianificazione delle future capacità del sistema di contrasto agli incendi boschivi e di interfaccia anche attraverso un lavoro congiunto, negli ambiti già definiti dal decreto legge 8 settembre 2021, n. 120, convertito, con modificazioni, dalla legge 8 novembre 2021, n. 155, da concretizzare nel Piano nazionale di coordinamento per l’aggiornamento tecnologico e l’accrescimento della capacità operativa nelle azioni di previsione, prevenzione e lotta attiva contro gli incendi boschivi.

\n

Questi diversi approcci sono da considerarsi imprescindibili per un adattamento alle prospettive di cambiamento climatico e socio-economico delle strategie di gestione degli eventi incendio in un’ottica di sempre maggiore integrazione tra tutti gli attori coinvolti e delle rispettive procedure operative e attività.

\n

Al riguardo, si proseguirà secondo l’orientamento sistemico già avviato in Italia e potenziato nel 2021 con l’emanazione del decreto legge 8 settembre 2021, n. 120, convertito con modificazioni dalla legge 8 novembre 2021, n. 155, che punta a rafforzare le capacità operative del Servizio Nazionale della Protezione civile, a migliorare le capacità di risposta con più efficaci strumenti di coordinamento e governance ai diversi livelli territoriali, fornendo utili strumenti come il Comitato tecnico interistituzionale per favorire le sinergie tra tutti i soggetti interessati e per una migliore integrazione delle misure ordinariamente previste anche adattandole all’evoluzione del fenomeno incendi se ritenuto necessario.

\n

Il Dipartimento della Protezione civile continuerà a curare l’organizzazione dei diversi momenti di incontro plenario, solitamente organizzati prima dell’avvio della campagna antincendio boschivo estiva, per fare il punto sullo stato di approntamento del sistema di risposta nel suo complesso e, agli esiti della campagna estiva, per analizzare congiuntamente le eventuali criticità riscontrate durante la campagna, con l’auspicio che le SS.LL. conducano, sulla base di quanto emerso,  specifiche azioni di verifica da parte delle proprie organizzazioni per programmare le azioni di medio-lungo periodo che consentano al sistema di non trovarsi impreparato anche in occasione degli eventi futuri.

\n

Tra le azioni di monitoraggio e coordinamento che hanno caratterizzato le attività antincendio delle passate campagne antincendio boschivo è sicuramente da sottolineare quella attuata nell’ambito della Cabina di regia permanente antincendio boschivo promossa dal Dipartimento della Protezione civile e a cui partecipano il Corpo nazionale dei Vigili del Fuoco, i Carabinieri del Comando unità forestali, ambientali e agroalimentari, il Comando operativo di vertice interforze dello Stato maggiore Difesa, le Regioni e Province autonome e il Comitato nazionale del volontariato. La Cabina di regia, oltre a consentire un costante monitoraggio dell’andamento della campagna in corso, favorisce la gestione coordinata ed efficace delle varie componenti del sistema antincendio boschivo e, in particolare, quelle legate all’impiego del volontariato nelle attività di gemellaggio fra le Regioni e Province autonome.

\n

Nell’ambito delle proprie attività di spettanza il Dipartimento della Protezione civile continuerà ad assicurare il concorso della flotta aerea antincendio dello Stato, su richiesta delle Sale Operative Unificate Permanenti a supporto dei mezzi terrestri e aerei, messi in campo dalle strutture regionali e delle Province Autonome. Il Dipartimento della Protezione civile, anche a supporto dell’attività della flotta aerea antincendio dello Stato, continuerà a monitorare giornalmente l’evoluzione delle condizioni di suscettività all’innesco e alla propagazione degli incendi boschivi attraverso il bollettino di previsione nazionale incendi boschivi nonché a svolgere il monitoraggio e la vigilanza delle situazioni emergenziali al fine di garantire, per quanto di competenza, ogni necessaria forma di collaborazione e assistenza e a raccordare le attività nazionali ed extra nazionali nell’ambito del Meccanismo Unionale di Protezione Civile

\n

Ciò premesso, si auspica che i Presidenti delle Regioni e delle Province autonome, titolari della competenza sugli incendi boschivi ai sensi della legge 21 novembre 2000, n. 353, siano attivi nell’organizzare, anche per il corrente anno, i propri sistemi di antincendio boschivo, sia in termini di risorse umane che di mezzi terrestri e aerei, nell’ottica di garantire la maggior efficienza possibile consentendo adeguati livelli di risposta a salvaguardia del patrimonio naturale ed ambientale, nonché a tutela della pubblica e privata incolumità.

\n

Analogo auspicio è rivolto anche ai Ministri in indirizzo, a vario titolo competenti nel settore, affinché promuovano le attività degli appartenenti ai Corpi di Polizia, dei Vigili del Fuoco, delle Forze Armate, e alle Prefetture – Uffici Territoriali di Governo, verso azioni mirate a migliorare l’efficacia complessiva del sistema Italia nelle sue diverse componenti, sensibilizzino Enti e Società che gestiscono infrastrutture verso la problematica incendi boschivi e il potenziale impatto sulle infrastrutture e sull’incolumità degli utenti e si rendano parte attiva nell’adozione di specifiche misure a tutela dei beni culturali e paesaggistici anche in considerazione del potenziale afflusso turistico.

\n

Va ulteriormente evidenziato il ruolo strategico che hanno i Sindaci a livello locale, in quanto prime autorità responsabili di protezione civile nell’organizzare le risorse comunali secondo piani prestabiliti e nel promuovere, anche tramite apposite ordinanze, ogni adeguata misura di prevenzione, nonché le attività di informazione alla popolazione, da attuarsi sul proprio territorio di competenza.   

\n

In sintesi, nella contingenza del periodo, al fine di meglio predisporre tutte le attività per la prossima campagna estiva antincendio boschivo 2025, si invitano le SS.LL., ciascuna per gli ambiti di rispettiva competenza, a voler promuovere le attività di previsione, prevenzione e lotta attiva contro gli incendi boschivi, così come descritto in allegato. Una specifica attenzione andrà dedicata, in particolare, alle attività di prevenzione non strutturale che, se opportunamente attuate e calibrate sulle diverse realtà territoriali, rappresentano un ottimo strumento per la riduzione degli incendi boschivi e di interfaccia. Tra queste, assume particolare rilievo la sensibilizzazione dei cittadini, in forma singola o associata, sulle attività di promozione della cultura di protezione civile e delle corrette norme di comportamento per la salvaguardia dell'ambiente, anche favorendo progetti di valore educativo e sociale che risulteranno utili nel corso del tempo.

\n

Si confida nella massima diffusione a tutti i soggetti territorialmente coinvolti nelle attività antincendio boschivo e la tempestiva e puntuale attuazione delle presenti Raccomandazioni, con il concorso di tutte le diverse componenti istituzionali competenti, per garantire il coordinamento della risposta organizzativa e operativa nella campagna antincendio boschivo del 2025.
