The Analysis of the Emergency Limit Condition (CLE), is the condition whereby, following a seismic event, the urban settlement as a whole suffers physical and functional damage resulting in the interruption of almost all urban functions, including residency.
\nHowever, the urban settlement preserves the functionality of most of the strategic functions for the emergency and their accessibility and connection to the territorial context.
\nThe analysis of the CLE was introduced with the opcm 4007/12 which regulates the use of the funds provided by art. 11 of Law 77/09 (National Fund for the prevention of seismic risk) for the year 2011 and is conducted in conjunction with seismic microzonation studies (MS). It is therefore carried out at municipal level, although it is also possible to carry it out at inter-municipal level.
\nThe analysis of the CLE cannot disregard the emergency or civil protection plan and is an activity to verify the options contained in the plan.
The analysis involves:
\n(a) the identification of the buildings and areas that guarantee strategic functions for the emergency;
\n(b) the identification of the infrastructures for accessibility and connection with the territorial context, the buildings and areas referred to in point (a) and any critical elements;
\n(c) the identification of structural elements and individual structural units that may interfere with accessibility infrastructures and connection with the territorial context.
\nThe analysis of the CLE of the urban settlement is carried out using standards of storage and cartographic representation of data, collected through a special form prepared by the Technical Commission for the studies of MS, established by OPCM 3907/2010 (art. 5 paragraphs 7 and 8), and issued by a special decree of the Head of the Civil Protection Department.
