During the 6 April, the control room of the Joint Conference, set up for this emergency, required the intervention of the National civil protection system for planning and managing the reception of both refugees and migrants arrived from 1 January to April 5 from North Africa, who are in possession of temporary residence permits and required assistance.

Under this mandate, the Civil Protection Department has set up a working group with the Civil Protection Directorate of the Regions, representatives of Upi - Union of Italian Provinces and ANCI - National Association of Italian Municipalities, which met during on 7 and 12 April, in order to define the involvement of regional and local governments.

The working table has prepared a plan for the management of the reception of migrants, providing different stages of implementation for each region, taking into account the already existing assignments, as to ensure during each stage an equal distribution on the national territory.

The Head of the Civil Protection Department was appointed Deputy Commissioner in charge of the execution of all actions necessary to deal with the state of emergency as provided for by the Opcm No 3933 of 13 April. The state of emergency was declared by the 12 February and 7 April decrees of the President of the Council of Ministers.
