The National civil protection service of has the task of reducing the time of action between the occurence of a calamity and the first aid and interventions. For this purpose, there is an operations room active at the Civil Protection Department, called Sistema (System), that works on a 24 hours- basis, and collects, verifies and diffuse information to the components and operative structures, both at central and local level.
When a calamity occurs, the Systems collects information on the event and evaluates whether local resources are sufficent to deal with it.
Civil protection events. To easily detect which civil protection component needs to act first, art. 2 of law 225 of 1992 sorts three classes events, depending on extension and gravity:
- 'a' events: natural events, related to man activities, on which single events and administrations may carry ordinary interventions - local intervention;
- 'b' events: natural events, related to man activities, that request a coordinated intervention of more than one board and admnistration - provincial and regional intervention;
- 'c' events: natural calamities, catastrophes and other events that, for their nature and extension, need to be tackled with extraordinary meand and powers - National civil protection service intervention
Emergency plans. In order to deliver an efficient response to calamities, local boards need to plan an event management, to detect risk scenarios on the territory, strategies and intevention models, as well as responsibilities and how to exchange information between the central system and its branches. The Civil Protection Department defines general criteria for emergency planning and addresses them to the Regions, which give guidelines for preparing provincial and local plans. arrange plans depending on their territory.
Activity coordination at the operative centres. Coordination follows the principles of the Augustus method at the various terrorial and functional levels: this way, the management gets easy and flexible in case of emergency. Coordinations coordination boards are the ''operative centres" and are organized in support functions, associated in different sectors depending on activity and intevention, e.g. "Tecnique and planning" or "Voluntary work". There is a responsible for each function operating. Activation of the Department. Depending on the situation planned or under way, the coordination center system, o System, active in the Situation Room Italy, takes on different degrees of activation, called configuration state, according to an internal procedure. In the event of type c, the Operating Room is set up as the Crisis Unit and the Operating Committee, which is responsible for directing and coordinating emergency response, is convened.
In recent years, with the systematic work and initiative of the decentralized structures especially at the regional level, the average time of rescue has reduced. Also the knowledge of the actions required and the ability to act to reduce the damage to people, things, to the artistic and cultural heritage and the time to restore normal living conditions in disaster areas, increased.
