Italy Situation Room coordination, territory monitoring (System) and sea emergencies (Coemm) service

The service handles the development and is responsible for the operational functioning of the Situation Room Italy (System) and the Operating Centre for sea emergencies (Coemm) in particular by ensuring the operational integration among the staff of the Civil Protection Department and the staff of the operating structure while maintaining the connection information and operations with the Central Functional Centre, the Joint Air Coordination Centre and the various offices and departments responsible for the type of event.

It receives, demands, collects, processes and verifies the information regarding emergency situations, both expected or ongoing, in Italy and abroad, while maintaining the necessary connection information with the Control Rooms of national structures and components of the National Civil Protection Service.

It takes care, in relation to planned or ongoing emergencies occurring on the national territory and abroad, of alerting the structure of the Civil Protection Department and spreading information to components of operating structures of civil protection involved, requesting, if necessary, their activation.

It manages the activation of an operating response of the structure of the Department during emergency situations, both expected or ongoing, with the help of various offices and services, also along with the gathering of the Operating Committee and the activation of the operational units of assessment and coordination in order to deploy them on the territory, andensuring information sharing and exchange between the structure of operational response and offices and services of the Department.

As a point of contact and liaison with the International Relations service, it guarantees the dissemination of information originating from the Monitoring Information Center (MIC) of the European Commission.

It ensures, through the Operating centre for sea emergencies:
 

  • support to the operational management of the crisis resulting from pollution events at sea, also assuming the coordination on the legislative framework and planning of emergency in force, including, where appropriate, the implementation and coordination of operational naval units deployed for purposes of civil protection;
  • technical support to the remediation and recovery of wrecks at sea or shore, in case of declaration of a state of emergency;
  • monitoring of relief activities in case of accidents at sea, working in conjunction with the system.
