The service takes care of the investigation and preparation of opinions and views on constitutional litigation relating to the pre-litigation and litigation of transposition of Community law, ensuring the enforcement of judgments of the Court of Justice of the European Union.

It studies and researches legislation and case law, even with the preparation of opinions and proposals for resolving a particular case at issue.

It makes the investigation and prepares reports on civil litigation, criminal, administrative, accounting and arbitration, acquiring any relevant information from departments, and Commissioners delegates and ensures the care of relations with the State Attorney, and reviews in accounting, with the Court of Auditors.

It prepares the request to bring a civil action in the criminal proceedings civil in which the Civil Protection Department or the Commissioners delegates are offended party and expresses its opinion on the required employee advocacy of civil protection.

It manages the investigation and the preparation of the request for an opinion to the Council of State on appeals to the President of the Republic, and enforcement of the obligations of inquiry and the preparation of measures after the expression of the opinion of the State Council.

It manages the investigation for the recovery of sums owed to the Department and the preparation of advice for setting disputes out of court.

It provides for the assessment of access to documents and ensures their fulfillment.
