The Legal advisor, in charge of legal, parliamentary and decree sector, has the following functions:

Legal Affairs 

The L.a. gives advice on legal issues and diagrams of ordinary and extraordinary measures, from those adopted on the understanding or agreement with other administrations, and in the field of conventional acts and relationships of a public nature. He makes recommendations and provides guidance on legal issues and the legality of the Department of the regional laws. He formulates proposals by the Head of Department for submission to the President of the Council of Ministers.

Parliamentary Affairs 

The L.a. supports the Head of Department’s activities related to parliamentary procedures and legislative measures and prepares, at the request of the Head of Department, law schemes to government initiatives, ensuring their implementation. He manages the investigation of regulatory measures that qualify the opinion of the Unified Conference, the Conference State/Regions and the Council of State, in collaboration with the responsible departments. Also, he prepares for the Head of the Department the needed information to respond to acts of inspection, for hearings in Parliament and in the preparation of reports. He participates in the preparatory technical meetings of the Council of Ministers.

Decrees and orders

In addition, the L.a. supervises the preparation of decrees of the President of the Council of Ministers for the declaration of a state of emergency or major event, and any extensions and withdrawals, and by the investigation, preparation and interpretation of the ordinances of civil protection, the acquisition of the relevant regional arrangements. The L.a. keeps the decrees and ordinances.
